Dr. Bashir Aliyu Umar

Dr. Bashir was born in Kano in July 1961. He started his University education at Ahmadu Bello University in Electrical Engineering before going to the Islamic University, Madina where he did his B.A., M.A, and Ph.D. in Islamic Studies with a specialization in the Sciences of Hadith. He studied Maliki Fiqh and Usul under traditional Ulama in both Madina and Nigeria. He started lecturing in the Department of Islamic Studies of Bayero University, Kano, Nigeria, in 2006, and has served as a Permanent Commissioner in the Kano State Shariah Commission from 2007 to 2010. He was a consultant on Islamic Finance to the Financial System Strategy (FSS 2020) of the Central Bank of Nigeria (CBN) and later took up an appointment as the Special Adviser to the CBN Governor on Non-Interest Banking from 2010-to 2014, during which the Guidelines for the Regulation and Supervision of Non-Interest Financial Institutions in Nigeria were issued and the first non-interest banks were licensed, and CBN Liquidity Management Instruments were introduced into the Nigerian Money Market. He currently sits on the Financial Regulation Advisory Council of Experts (FRACE) of the CBN as the Deputy Chairman and is a member of the Takaful Advisory Council of Experts of the National Insurance Commission of Nigeria. Dr. Bashir is also a member of the Council of Scholars of the International Shariah Research Academy (ISRA) of Bank Negara Malaysia and was recently appointed a member of the Shari’ah Board of the Islamic Development Bank Group, Jeddah. He has headed the Marriage Sub-Committee formed by the 14th Emir of Kano Muhammad Sanusi II, which produced the draft of a Muslim Law of Personal Status.  

He is the Chairman of the Board of Trustees of Al Furqan Charitable Foundation, Kano, which has under it a number of mosques, schools, and Islamic centers. He is also a member of the Board of Trustees of the International Centre for Islamic Culture and Education (ICICE), Abuja.  He is the Imam of Al Furqan Mosque in Kano, where he gives weekly lessons in Tafsir and commentary on Ṣaḥiḥ al Bukhāri and teaches Ḥadith, Uṣūl al-Fiqh, Fiqh, and Arabic Grammar.  His book The Methodology of Imam Ahmad in Detecting the Technical Errors of Hadith Narrations was published by Al Salam Trust, Riyadh, Saudi Arabia, in 2004.
